HECP Welcomes New Outreach and Communications Coordinator Carolyn Capistrano

The Housing Equality Center of PA extends a sincere welcome to Carolyn Capistrano as our new Outreach and Communications Coordinator!  Carolyn has broad experience in fair housing including outreach, education, testing, advocacy, enforcement and litigation.  Carolyn previously administered the Fair Housing Program for the Lancaster County Human Relations Commission where she authored a manual on PA Landlord-Tenant Right and Responsibilities and provided the City of Lancaster with an in-depth study on residential racial segregation patterns and barriers to inclusive communities in Lancaster City and County.

Carolyn was a Test Coordinator and Enforcement Coordinator for the Fair Housing Council of Montgomery County and Code Enforcement Manager in Norristown. She has provided counseling and mediation for thousands of landlord-tenant disputes and has investigated numerous cases of fair housing violations.

Carolyn holds a B.S. in Human Development and Family Studies from Penn State University. As Outreach and Communications Coordinator, Carolyn is responsible for providing trainings, workshops, and webinars for housing providers, consumers, and social service agencies. Welcome Carolyn!
