Earlier this year, HECP conducted testing to support an evaluation of the effectiveness of Philadelphia’s Renters’ Access Act. This ordinance added additional tenant protections to Philadelphia’s existing legislation, defining permissible screening criteria and giving prospective renters an opportunity to dispute erroneous data found during screening and to offer mitigating information to adverse screening reports. The finding of this testing, as well as stakeholder interviews, analysis, and recommendations, can be found in a report produced by the Reinvestment Fund.
